1. call to order Gail at 5:30 pm

GM moved, KS 2nd – agenda accepted as amended(switched item 2 and 3, added report of bylaws committee, added direction of AC)

2. minutes – in the past too detailedkeep it simple, a record only

GJ moved, DS 2nd – agenda accepted

3. report of treasurer – as attached

3.4 - GM motion L 2nd to pay funds to Christine Walker (request given) – carried unanimously

3.4 – GM motion M 2nd to pay funds to Randi Kocher – carried unanimously

3. 5 - GM motion to add to the financial guidelines - expenditures more than $100 need to come back for approval by the council (a quorum), up to $100 can be approved by the singing authorities. KS 2nd - motion carried- unanimously

3.6 – new executive should set budget as it’s first action

KS – concern - new executive member may not have background to set new budget

Action item: officers - budget has to be reviewed and decide on whether to follow

Action item: review bylaws to decide if change is required as to when budget is set

GJ – all executive should have a say in budget, also why is old executive tying the hands of a new executive? Have the new executive set budget at first meeting.

KS - old exec draft budget? Then new exec set actual budget

G J– prefer new exec set budget

Action item: add to the financial guidelines - have out going exec prepare a draft budget for the new exec and have the new exec set the budget

4. BBQ $$SVIAC donated $100, hope that CVIAC will match

GM- we can afford it, no problem with $100

MS moved LE 2nd to pay $100 to Vic RUO – carried unanimously

4.2 bylaws committee report –as attached

notice of change – bylaws to be changed at next meeting

GM moved GJ 2nd to adopt recommendation 1 – carried unanimously

GM moved acceptance of recommendation 2

GM moved acceptance of recommendation 3 – add to financial guidelines - if a signing officer plans to be away for an extended period, have pre-signed cheques

Additional item – bylaws change? If there is a small local should there be a minimum?

LE – 6:45 left call

Comments from the floor – no reason to set minimum does not increase budget significantly

Action: refer to bylaws committee regarding minimum dues per local

5.1 education – course in Tofino UICA 2 weeks ago and another in Port Hardy TUB/UICA, another PSMA in Victoria, Nanaimo UICA/GH, union school in Nov 16-18 2006, wants/needs – GH course locally, harassment and health and safety training, bargaining

education survey to come out

5.2 Randi’s project did not get funding, therefore no Social Justice projects forthcoming

(add website to the minutes for social justice site on PSAC)

5.3 political action reports – fish campaign, isolated post allowance, non service Canada

5.4 regional councilors report – will be attached

6. Mandi Schubert – NHWU is campaigning Non service Canada – share info with components and locals – copy left with GJ, speak with MP before they get back to work in April – lack of proper training

7. where to go – issues that can be political action, education, social justice – make poverty history, May day picnic – do handouts and education, bargaining info, sponsored bargaining proposal workshops
