PSAC has already started to put the Treasury Board on notice that we’re getting ready to bargain. The union had committed that, in this round of bargaining, notice to bargain would be served at the earliest possible legal date – four months before the expiry dates of each of the agreements – and that bargaining would begin before these agreements expire.
Notice to bargain for the Program and Administrative Services (PA) and Frontière/Border Services (FB) units was served on February 21, 2007 and the notice for Technical Services (TC) sent on February 22.
Notice to bargain for the Education and Library Science (EB) unit was served on March 1, 2007 while the notice for the Operational Services (SV) unit will be served on April 5, 2007.
Negotiating team members have been meeting
Members of the PSAC’s negotiating teams for the five Treasury Board units held their first meeting since their election at the national bargaining conference in early February. The teams met from February 26 to March 1 in Ottawa to continue the work of putting together the demands packages that was started at the national conference. Team members also looked at bargaining demands from an equity perspective and took some time to examine their role and how the members of the teams can work together effectively.
We’ll be at the bargaining table this spring
The next step in the bargaining process is to exchange each unit’s demands with the employer. The exchange will take place electronically on April 27 for all of our Treasury Board units. The demands will also be posted on the PSAC web site shortly after the exchange.
The first meetings with the employer will take place on May 14 and 15 for the PA and SV units and on May 17 and 18 for the TC, EB and FB units. These meetings are taking place to allow the parties a first opportunity to review the demands, provide clarification and answer questions.
Negotiations will actually start at the next set of meetings which have been scheduled to take place in June. The PA and SV teams will meet with the employer from June 5 to 8, the TC, EB and FB teams from June 12-15.
