1. Call to order Chairperson Sister Little called the meeting to order at 5:30pm  
2. Proposed Agenda No Amendmentsm/s/c J Sidel/V Vaillancourt  
3. Adoption of Minutes from Sept 19, 2006 m/s/c V Vaillancourt / N Humphreys  
4. Old Business Update on banners. AC needs to decide what we want. Prices estimated at $10/sq foot & $50/hr for design. We need to come up with an idea. PSAC BC Logo already in Vector format. Todd will stay on as banner person, maybe a committee be formed. Pete Wills can help with printing a prototype. We should decide on new name before printing. Nick suggested Victoria Area Council.  
5. Election of Executive Elections conducted by Brother Dave JacksonPosition of President - Cindy Little, Nominated by K Waldron, Seconded by Nick Humphreys – Sister Little accepted - acclaimed

Position of Vice President - Todd Genereux, Nominated by Pete Wills, Seconded by V Vaillancourt - Brother Genereux accepted – acclaimed

Position of Treasurer - John Rumsby, Nominated by K Waldron, Seconded by T Genereux - Brother Rumsby accepted – acclaimed

Position of Secretary - Virginia Vaillancourt Nominated by C Little,Seconded by T Genereux - Sister Vaillancourt accepted – acclaimed. Sister Renee Young to be removed from signing authority at the bank and Sister Virginia Vaillancourt to be added.

5. Financial Report Treasurer went through finances. Everything looks good. Treasurer also did a proposed budget. Books were reviewed by S. Parker. All in order.m/s/ J Rumsby / K Waldron  
6. New Business a) dues – reminder to pay if you wish to affiliateb) education – Education Survey – reminder to fill it out. RO will re-send it electronically. Union School – 6 seats left to fill. Deadline for registration is Friday.c) Minimum wage - BC fed has a campaign to increase to $10 this year and $11 next year. There is a poll on website. Discussion on whether Nick should send out information directly to locals or if it should come from the Area Council? Pete Wills commented that some members might prefer it come from the AC first. Agreed to send it to Executive first and they will make decision to send to all locals. Steel workers leafletting Saturday.

d) Victoria Labour Council - update – discussed proposed amendments to constitution to give a more diverse participation. Meeting to vote on these amendments to be held 24th Oct 2007 at the Cedar Hill Golf Course. No longer at Pro Pat legion. Victoria Labour Council is moving to a new office on Quadra St, which is wheelchair accessible. VLC – all volunteers at the moment. ¾ of the unions in Victoria are affiliated. A good voice of labour. Nick will be putting forward a motion to his local to affiliate to the VLC without the financial support of the Area Council. Discussion on disbursement of funds received from PSAC for affiliation to labour councils. Request for pamphlets on what labour councils do. Rosemary will distribute to all locals in Victoria.

Labour council dues paid up until November 2007.

e) Political Action Update - Lobbying the MP’s. Response to our letter received from Denise Savoie. One also received from the Green Party. Denise apologized for the tardiness of her response. Nick’s brief regarding cuts to Dept of Fisheries and Oceans received support from Keith Martin. Lobbying can work, even though it can be tedious.

7. Business from the floor Dave Jackson discussed the new Vancouver Island Steward network - goals, activities, responsibilities, what type of meetings,etcMain goal – to create a steward support network,P Bragg will set up a link – blog for stewards.

Ken Waldron – re: $300 allocated to labour council – would the executive be willing to help cover Ken’s local to affilliate? They, UNDE 21013 are interested.

Locals wishing to consider affiliating should put forward something to the AC Exec. Labour Council meetings are held every third Wed at Cedar Hill Golf Course – 7:30 pm.

Festive Meet and Greet – date proprosed – December 13th

Collective Bargaining special meeting – proposed for Nov 20th.

National Officer’s will be getting together in December to discuss election of delegates to BC Regional Convention. AC to discuss in January.

Area Council gets a delegate along with RWC, Equity & Human Rights Committees.
