The 2010 PSAC National Women’s Conference will be held October 22 to 24 in Ottawa under the theme “Fighting back, moving forward”.

The Conference objectives:

  • develop our analysis of the impact of federal government policies and cutbacks on women’s equality and human rights
  • understand the importance of quality public services for women as workers and members of society
  • increase PSAC sisters’ involvement in the campaigns for federal pay equity, childcare, pensions and the defense of quality public services, as well as our involvement in coalitions working to defend and advance equality rights
  • build women’s political capacity and activism in the union, the community and beyond and develop action plans that are effective and easy to implement

The application and resolutions deadline for the BC Regional Women’s Conference has been extended to May 6th.

The objectives of the 2010 PSAC National Access Conference are:

  • To strategize on ways to promote more inclusive work environments that ensure barriers are removed for people with disabilities
  • To empower and engage persons with disabilities to take action and move disabilities rights forward, including through lobbying
  • To provide tools that educate and advocate for disability rights in our communities, our workplaces and our union
  • To better connect and to include persons with disabilities in our communities, our workplaces and our union
  • To defend quality public services for persons with disabilities

shiny prideThe deadline for submission and registration for the 2010 PSAC National Pride Conference that will be held March 26 to 28, 2010 at the Toronto Hilton Hotel, Toronto, Ontario has been extended to January 20th, 2010.

The objectives of the 2010 PSAC National Pride Conference are to:

  • Educate, politicize and mobilize PSAC GLBT members by making the links between union, workplace and community struggles to win, to protect and to promote GLBT rights;
  • Enhance, support and promote inclusive GLBT self-organizing strategies in our Union and our workplaces;
  • Strengthen solidarity amongst PSAC members, and to develop a strong collaboration between the PSAC, GLBT organizations and other human rights organizations.

PSAC members in good standing and who also identify as being from the GLBT communities may apply to this conference. Priority will be given to members who are active on GLBT issues in their union or workplace. Priority will also be given to community activist on GLBT issues. The selection of delegates will take into account representation such as Region, Component, language, gender and other equity groups.

CONFERENCE OBJECTIVES

The objectives of the 2009 PSAC National Health and Safety Conference are to:

  • Examine the current state of enforcement of health and safety legislation in order to develop union-based strategies that will better protect workers.
  • Strengthen the ability, knowledge and effectiveness of all PSAC activists on union and joint health and safety committees to better mobilize members around workplace issues.
  • Increase the involvement of health, safety and environmental activists in the Think Public campaign and to join with coalitions working to defend and advance our rights.
  • Better identify harassment and discuss what makes harassment a health and safety issue and propose specific preventive measures and responses that unions can take to prevent and deal with harassment at work.
  • Make the connections between The Environment and health and safety, and propose actions that Locals and health and safety activists can do about The Environment in their workplaces and communities.

On behalf of the PSAC, I would like to invite you, your staff and your activists in the field who represent on grievances to participate in our first Representation Conference tentatively scheduled for spring 2010. This letter is the start of our process to develop conference content that will speak to the needs of those who do representation on behalf of our members.

The Representation Section has been evaluating the current backlog of grievances waiting to be heard at adjudication or arbitration. Looking at the recurring and often complex grievance issues the Section sees, it is clear to us that many of those involved in the handling of grievances want an opportunity to share experiences and enhance skills around the representation work that we are all doing for the benefit of our membership. For this reason, as part of the plan to deal with the backlog that was approved by the National Board of Directors in December, a commitment was made to establish a conference/symposium that will bring union representatives and activists together to deal with some of the issues that we all face representing PSAC members.

VANCOUVER John Gordon has been re-elected as the National President of the Public Service Alliance of Canada (PSAC). Gordon was first elected President in 2006 and had previously served as the unions National Executive Vice-President since 2000. Gordon was re-elected National President at PSACs 15th National Triennial Convention in Vancouver, B.C.

Over the last three years, PSAC has taken great strides to defend quality public services against the Harper governments cynical and ideological cuts, said Gordon. Public services are the great equalizer they improve Canadians lives and help protect them against job losses and financial devastation. I am proud to work with PSAC to continue the struggle to protect public services, economic justice and human rights.

Prior to his election as National Executive Vice-President, Gordon was the National President of the Union of Public Works Employees from 1982 to 1999. A PSAC activist since 1974, when he joined the federal public sector as a tradesperson with Public Works Canada, Gordon has held a variety of union positions in his Component.

Patty Ducharme re-elected VP

Delegates also re-elected Patty Ducharme as the union’s National Executive Vice-President for a second term. Prior to her election as National Vice-President in 2006, Ducharme was PSAC’s Regional Executive Vice-President (REVP) for British Columbia.

Prior to her election as REVP in 2000, Ducharme had worked as a customs inspector in British Columbia and served as First Vice-President of Branch 20040 of the Customs and Immigration Union (formerly known as CEUDA). She has been a PSAC activist for almost 25 years holding a number of union positions.

Jrme Turcq was elected as the Alternate National Executive Vice-President. He is PSACs Regional Executive Vice-President for Quebec, a position he has held since 2000.

The PSAC 2009 National Triennial Convention will be held at the Vancouver Convention and Exhibition Centre in Vancouver, BC, beginning Sunday, April 26th and concluding Friday, May 1, 2009.

Although the deadline for observers to register to the 2009 Convention is March 27, 2009, if you are planning on attending and require hotel accommodation within the PSAC observer room blocks, you must advise Gaelle Flix, Convention, Conferences and Project Officer, by March 6, 2009. You can contact her by phone at 613-560-2597 or at convention2009congres@psac-afpc.com. The hotels will not accept reservations into the blocks unless your name is on the list provided by the PSAC.

If you indicate on your registration form that you require accommodation within the observer block, the PSAC will contact you with further instructions and to confirm your hotel. Space is limited and reservations are on a first come, first served basis. The standard room rate is $179.00 plus taxes. Below is the URL which has the observer registration form; you can also find additional information on the web site. There is a registration fee of $225.00 required.

This is a call out for interest with a deadline of midnight, Sunday, October 12th. Visit the CLC website for more information about the conference.

The PSAC Alliance Executive Committee has approved funding for one member per Region to attend this Conference. This opportunity is open to PSAC members who identify as a person with a disability.

The Conference will focus on doing more to build the voice of activists with disabilities and allies, on doing more to build the political agenda, and doing more to shatter the barriers which prevent persons with disabilities from getting employment, keeping it, and thriving at the workplace. Conference participants will discuss work strategies and access to information, transportation, and income and service supports. Participants will look at emerging issues and approaches at the workplace, share breakthroughs, and leave with a plan to shatter barriers and move forward.

The member selected must commit to:

  • writing a report for an article on the Conference for distribution to PSAC members
  • making a presentation to PSAC B.C. Human Rights Committees or other PSAC body
  • organizing one follow-up activity involving PSAC disability rights activists

To be eligible to apply you should support disability and human rights issues, be a member of the PSAC, and self-identify as a person with a disability.

REVP’s office at sinclak@psac.com or by fax to (604) 430-0194 by midnight Sunday, October 12th with a paragraph of 400 words or less describing your perspectives with respect to disability and human rights, any involvement in PSAC disability/human rights activities, any involvement in community disability activities, and why you are interested in attending. Please also indicate whether you are a member of another equity group, i.e. woman; lesbian, gay, bisexual, transgender; aboriginal; or racially visible. (This is optional.)

The 2009 BC Regional Health & Safety Conference has been tentatively scheduled for February 28-March 1, 2009 at the Hilton Metrotown in Burnaby.

We are currently seeking members who are willing to play a leading role in the organization of the 2009 H&S Conference. The organizing team will work closely with James Little and myself and will be expected to provide their services up to and during the conference.

Re: Waves of Resistance – Pan-Canadian Gathering of Young Feminists in Montral, October 11-13, 2008 – www.rebelles2008.org

The PSAC Alliance Executive Committee has approved funding for one young woman member per Region to attend this Conference. To be eligible to apply you should support feminist and equality issues, be a member of the PSAC, and be 30 years of age or younger.

This Gathering will unite young women and young feminists who wish to:

  • Share analysis of feminist issues and take action
  • Consider priorities as young feminists
  • Combine efforts
  • Discuss how to resist and to fight against right-winged influences
  • Create links of solidarity and reinforce the movement of young feminists across Canada.

This is an opportunity for young women from PSAC to engage in the overall young feminist movement.

May Day - VancouverWe have lots of photos this month! Many from May Day in Vancouver where a good contingent of the PSAC BC members and staff joined migrants, immigrants, undocumented, indigenous and Canadian workers for the May Day Organizing Committee’s annual International Workers’ Day march & rally on May 1st. This years’ theme was “Reclaim May 1st, International Workers’ Day! March for Workers Rights!”. Megan Adam, Alternate-REVP and First Vice-President for the PSAC Vancouver & District Area Council (VAC), spoke as a member organization of the May Day Organizing Committee at Grandview Park in Vancouver.

As well as some from the 2008 BC Regional Triennial Convention (a full convention report and all the photos are coming soon) and from the May Day celebrations in Terrace where Be Gomes, RC Geographic Coordinator for Northwestern BC, distributed “Think Public!” materials with the Kitimat-Terrace and District Labour Council.

Cheers to Jack Seto and the GSU 20008 Executive for sending in some We Support Our Bargaining team photos (the posters have been signed and sent to the TB Bargaining Team) and to Rosemary MacKenzie, James Little and Cindy Little (RC Coordinator for the South Island) who attended the April 28th Day of Mourning event in Victoria.

Women Behaving Politically: Organizing for Change.

bc fed logoThe Western Regional Summer Institute for Union Women offers an intensive week of learning within a supportive environment in which union women can develop their skills as workers, activists and leaders.

Sponsored by the British Columbia Federation of Labour, the Institute will be held at the University of Victoria (UVIC). The Western Regional SIUW brings together union women from BC, Washington State, Oregon and California.

Our theme, Women Behaving Politically: Organizing for Change, reflects labour’s commitment to providing women with both the skills and strategies to understand the key issues for labour and how that understanding can help us participate in the upcoming elections, and develop stronger leadership among women within our unions and political institutions. We need the world to hear more women’s voices speaking out on issues that matter to us like: pay equity, a higher minimum wage, universal childcare, health care, the economy, poverty and the right to join a union.

PSAC National Aboriginal Peoples’ Conference – “Maawangiteeng”: Where The Journey Begins.

Conference Objectives

The objectives of our 2008 PSAC National Aboriginal Peoples’ Conference are to:

  • Connect with our Aboriginal Brothers and Sisters
  • Educate and build capacity within Aboriginal communities and the Union
  • Politicize Aboriginal Rights around the eradication of poverty (clean water, housing, education), for quality public service and a clean environment
  • Raise awareness of the Union’s role in advancing Aboriginal Peoples’ Rights in the workplace, community and society as a whole
REGISTRATION deadline (for both delegates and observers) : May 20, 2008, 4:00 p.m. EST
RESOLUTIONS submission deadline: May 30, 2008, 4:00 p.m. EST
Conference dates: September 19 to 21, 2008
Conference location: Fairmont Hotel,Winnipeg, Manitoba

Delegates

A PSAC member who is a member in good standing and who self-identifies as Aboriginal can apply to be a delegate to this Conference. The selection of delegates will take into account union and equality rights activism, as well as representation criteria (i.e., Region, Component, language and other equity group representation such as gender, disability, etc.).

Delegates will be selected by their respective Regions and Components. The delegates will be entitled to full voice and vote during the conference, including the resolutions and elections processes.

Funding for Delegates:

Delegate costs to the 2008 PSAC National Aboriginal Peoples’ Conference will be fully covered as per the 2003 PSAC Triennial Convention decision and PSAC Travel Directive. Costs covered are as follows:

  • travel costs, including ground transportation;
  • hotel accommodation costs at the Winnipeg Fairmont Hotel;
  • loss of salary;
  • per diem for meals;
  • incidental costs;
  • child care as per the Family Care Policy;
  • costs related to accessibility requirements.

Observers

PSAC members who are members in good standing and who self-identify as Aboriginal may also attend the 2008 PSAC National Aboriginal Peoples’ Conference as observers; however, observers will be responsible for all costs associated with their participation, including:

  • loss of salary and meals;
  • hotel and travel arrangements and costs;
  • the conference registration fee of $150.00;
  • any additional accessibility needs and childcare arrangements (subject to meeting deadline requirements).

Please note that the number of Observers will be limited to the space available at the Conference. They will have voice only during the discussion period after panel presentations. They can attend the sharing circles, if space permits, but may not be able to select the topic. Observers do not have the right to voice or vote during the resolutions debate and elections processes.

Delegates to the B.C. regional convention have re-elected Kay Sinclair as their Regional Executive Vice-President. Kay is particularly active in human, women’s and LGBT rights, as well as on issues involving health and safety and the environment. She has held the REVP position since May 2006 when she replaced now National Executive Vice-President Patty Ducharme, following elections at the PSAC triennial convention.

Megan Adam, a member of the current PSAC bargaining team for the Program and Administrative Services unit, was elected alternate REVP. Megan, a member of the Union of Environment Workers, is a Communications Advisor at Fisheries and Oceans Canada and community and anti-poverty activist.

Guest speakers PSAC National President John Gordon and Jim Sinclair, President of the B.C. Federation of Labour, were given standing ovations as delegates pledged to renew their commitment to political action federally and provincially in support of quality public services and in opposition to service cuts.

Delegates also acknowledged and thanked Regional Coordinator Janet Routledge for her hard work and commitment to the PSAC. She leaves to join the Federation of Labour later this summer.

The convention was held in Vancouver from April 18 to 20. We will have a full convention report, updated list of regional council members, and photos available on the regional website shortly.

It is a privilege to submit the report of the Regional Executive Vice-President to the delegates, observers, and guests of the 2008 BC Regional Triennial Convention and to the membership of the Public Service Alliance of Canada in BC.

While the REVP-BC is required by the BC Region By-Laws to submit this report to Convention, I do so on behalf of, and thanks to, all members and staff who contribute to PSAC BC. Whether it is as a member of the PSAC BC Regional Council, a Local or Branch Executive member, an activist on a regional committee, a Component national or regional officer, a strike captain, a steward, a rank-and-file member, or a PSAC regional staff member, you make a difference in our Region, and you make our Union strong.

This report highlights some of our main accomplishments over the past three years, and perhaps more specifically since I took office as REVP for B.C. in May 2006.
