The Regional Council Education Committee currently consists of Susan Yaciw, Sandy Stephens, Sam Wiese, Jamey Mills, Carol Pegura, Sharon Tieman, and Sargy Chima.
Terms of Reference – Education Sub-Committee of the B.C. Regional Council, revised February, 2007
The B.C. Regional Council is committed to a dynamic, relevant and accessible program of union education for PSAC members in B.C. To this end, the Education Sub-Committee will:
- actively promote the education program and the Alliance Facilitators’ Network (AFN) to members, locals, regional committees and regional leadership;
- identify current needs, anticipate emerging issues and seek broad-based union input for the Regional Education Plan;
- formulate recruitment strategies for education activities and, in cooperation with the Regional Office (RO), other members of Council, regional committees and local executives, actively recruit members for scheduled education courses;
- on behalf of the Council, work collaboratively with the Regional Education Officer (REO), RO staff and the Regional Executive Vice-President (REVP) in development of the Regional Education Plan and the determination of the appropriate program allocations from the Regional Education Budget;
- review and discuss issues relating to PSAC education in B.C. and, where applicable, formulate recommendations for consideration by the full Council;
- maintain active liaison with the B.C. AFN; and
- appoint a committee representative to sit on ad hoc selection committees established to determine AFN representation at education-related conferences and other special union education events.
The Sub-Committee will consist of at least 2 (two) and not more than 7 (seven) members appointed by the Council. Preferably 2 (two) members of the Sub-Committee should be currently active members of the AFN. In appointing Committee members the Council will take into consideration recommendations of the REO and representation needs relating to geography, equity and employer status, as well as members’ commitment to the goals, principles and standards set out in the PSAC Policy on Membership Education.
The Sub-Committee will be chaired by a member of the Committee. The Chair will be selected from among Committee members and will serve a designated term.
The Sub-Committee will meet in conjunction with meetings of the Regional Council and at other times as called by the REVP. Meetings may be face-to-face or by conference call, whichever is most economical and feasible given the meeting agenda.
The REO will be responsible to coordinate committee meetings (in cooperation with the Executive Assistant to the REVP), establish the agenda, and ensure that committee reports are forwarded to Council as required. The Committee will seek to make decisions by consensus.
