1. Introductions
- meeting began with a quick round of introductions. The group welcomed Rob to his first Area Council meeting.
- all shared that they have delegate status to Regional Convention, except for Rob who may come as an observer.
2. Resolutions to Convention
- The Area Council had lively discussion on the resolutions and noted in particular the resolutions they have authored.
- By-Laws resolutions: Sam, a member of this Committee, walked the Area Council through the by-laws resolutions and noted typos for correction. Sam will forward these corrections to the committee.
- General resolutions: it was explained that if no or only some general resolutions are addressed at convention, they can still be referred to the Regional Council, but those that need to go to national convention would have to be submitted by a constitutionally recognized body. Megan, the chair of this Committee, walked through the resolutions.
- Finance: Sam presented the resolutions for this Committee.
3. Regional Convention
- Motion: to have the Vancouver & District Area Council pay the Leave Without Pay of its Regional Convention delegate, Jazz Nagra, for Friday, April 18, 2008 and to also cover the convention delegate fee. (m/s Sam, Megan, CARRIED).
4. May Day Organizing Committee (MDOC)
- Monica updated the Area Council on upcoming events of the MDOC:
- “International Workers Day” Cultural Solidarity Evening on Saturday, April 26, 2008, at 7:00 pm. Rhizome Cafe, Vancouver, 317 East Broadway at Kingsway and Broadway
- Reclaim May 1st, International Worker’s Day! March for workers’ rights! May Day March & Rally on Thursday, May 1, 2008 - 5:30 pm || Gather at Clark Park at Commercial Drive and East 14th then 6:00 pm || May Day March
- Motion: to continue to endorse and participate in the May Day Organizing Committee; to provide $100 support; and to send out donation info to affiliated locals to encourage them to also support. (m/s Sam, Megan, CARRIED)
5. Round
- UVAE 20045 (Veterans Affairs) – lack of official languages training is really stunting the members professional development as no one can get a job above PM-03 without being bilingual. Jazz has been team leading (other side of the fence) but has been educating other team leaders who are PSAC members to know their rights, take their breaks. AGM went well, has a representative going to UVAE Convention.
- DCL 20501 (Commissionaires) – they have H&S issues, particularly a lack of a MRSA protocol. There were 8,000 MRSA deaths last year in Canada (the SARS crisis only had 42), yet, little is being done to address this issue. Some info can be found on the PSAC-BC BRUSH forum on-line.
- UPCE 20095 (Purolator) – two new facilities (one in Langley) so the local is gaining members. Have a planning meeting this weekend.
- UPCE 20101 (Canada Post) – holding bargaining demands ratification votes this weekend, Notice to Bargain will be served on May 1st, contract ends in March. Some of their work is going to other bargaining units outside of the UPCE/PSAC: such as APOC, CUPW
- UEW 20147 (Fisheries & Oceans) – no update in particular from Local, but Megan, as PA member negotiator shared the PA group will be tabling their wage package on April 21. SV group is getting apprenticeship language, which is a first in the Public Service.
- AGR 20044 (CFIA/Grain) – Grain campaign is going quite well nationally. Lobbying lots of Members of Parliament, to try and put a stop to Bill C-39 that could force 200 members to lose their jobs. On CFIA side, there’s a big demand for Inspectors, can’t hire them fast enough. This is the biggest they’ve ever been, about 9,000 members now.

Think City invites you to attend Think Schools – a one-day conference on how citizens across the city can develop a vision for renewing schools taking place on Sunday, April 6.
According to a Vancouver School Board (VSB) report published in September 2007, our city may only have nine of its 64 historic schools left still standing once the school board’s facilities renewal process is complete. In place of these important public buildings, the city’s schools may be systematically reduced in size, unique programming that defines schools will be excluded from these new buildings due to space limitations, and valuable community amenities such as daycare, seniors care, after-school care and auditoriums will be cut from these neighbourhood anchors.
Keynote speaker Seattle School Board Building Excellence Program Manager Don Gilmore will share solutions that helped preserve and renew his city’s public school buildings.

Course Outline:
- Day 1 - Labour Markets - Why do most people need jobs, but some don’t?
- Day 2 - Stock Market and Shop Floors - Where does all the wealth come from?
- Day 3 - Budgets, Deficits, and Taxes - Who’s paying all the bills?
- Day 4 - Privatization - Who owns the world?
Courses will include lecture, discussion, with integrated use of media such as music and video to illustrated the prevalence of hidden economic persuasion in everyday life. A strict distinction between the mainstream view of businesses and alternative views will be made in each class in order to understand how economic issues are
shaped by the social position of the people involved.
Underlying Philosophy:
Workers often share a common sense understanding with other ordinary people; they understand the economy as a mysterious world of financial markets, which is inhabited by investment bankers, stockbrokers, and media pundits. If the workers are unionized, labour law, collective bargaining and organizing professionals complement this world of
finance. The contrast between such perceptions and everyday experience of the individual pursuit of jobs and work place conflicts produces widespread feelings of isolation, alienation, and powerlessness that hamper workers’ individual capacities and collective activism.
One factor to overcome such impediments to strong labour movements is to focus labour education on economic issues. This, however, should not counter neo-liberal mainstream views with an alternative variety of expert knowledge. The starting point should be the experiences of individual workers as job seekers instead. Proceeding from there, it should be explained why working people have to sell their labour power to the bosses’, and also why the latter are on top of the hierarchical power relations at the workplace. Only on this basis can management strategies, economic policies and international economic relations be understood as processes that ultimately depend on workers as the producers of wealth. The ultimate goal of this type of worker education is to build capacities in such a way that enables them to get involved in economical and
political self-representation.
Course Instructor: Ingo Schmidt
Ingo Schmidt teaches Labour Relations at Athabasca University and is developing a course on Economics for Workers. He has written books and articles on economic policies. Collaborating with the Working Group for Alternative Economic Policies and major unions, Ingo worked as a labour educator in Germany before he came to Canada.

Boycott Sears

Vancouver – Locked out service technicians employed by Sears Canada, will be taking their boycott of Sears straight to holiday shoppers this weekend.
The 77 workers, members of the International Brotherhood of Electrical Workers (IBEW) 213, have been locked out since October 1, 2007, when Sears Canada imposed a collective agreement, with no negotiated wage increases, cuts to holiday time, and a longer work week with no overtime.
The workers will be joined by Jim Sinclair, President, B.C. Federation of Labour, and Rick Dowling, International Executive Council Member, Business-Manager, IBEW 213.

News: Federal Court upholds right of Musqueam band to be consulted on sales
Published by Patrick October 2nd, 2007 in News / OpEd Tags: news, vancouver.VANCOUVER - The Musqueam First Nation must be consulted before the federal government sells two multimillion-dollar buildings in downtown Vancouver, the Federal Court of Canada said in an order released Friday.
Justice Frederick Gibson issued an interlocutory injunction that prohibits the federal government from “transferring, selling or otherwise disposing of the properties” pending a formal hearing on the matter.
The buildings are located in an area the Musqueam band claims as part of its traditional territory. Lawyer Jim Reynolds, acting for the Musqueam, said the order was granted and the judge’s written reasons would follow later.
The Musqueam action began with an announcement earlier this year that the federal government intended to dispose of nine federal buildings across Canada, including the Sinclair Centre and another buildings on Burrard Street.

This Labour Day PSAC members took part in the “Public Services Are Cool” blitzes at the labour picnics at Confederation Park in Burnaby and Esquimalt Gorge Park in Victoria.

We’re proud to report PSAC had excellent representation! In Victoria, PSAC staff and members of the Southern Vancouver Island Area Council set up a tent and spoke with the picnic-goers about the value of a strong public service as well as the save our fisheries campaign. Members from many components stopped by throughout the day and an excellent time was had by all.
In Burnaby, staff and members active with the Vancouver Area Council came out and helped with the table. They distributed PSAC materials and asked the public to sign letters to their MPs regarding the second phase of the federal building sell-off. National Vice-President Patty Ducharme was in town and visited the table for a while and REVP Kay Sinclair also joined in in the afternoon. Several PSAC members who were attending the picnic and weren’t aware of the table were there and very pleased to see PSAC out with the whole labour family.

Cheers to PSAC/CEIU local 20901 for organizing their members and other co-workers at Library Square to take part in a lunch time solidarity action for their neighbours, the CUPE Local 391 Library Workers who have been on strike for five weeks. PSAC/CEIU local 20901 also made a donation to the CUPE local, and CUPE members on the line expressed their sincere appreciation for the effort and support.

Prime Minister Stephen Harper will meet with US President George W. Bush and Mexican President Felipe Calderon at Montebello on August 20-21 2007, to discuss the so-called Security and Prosperity Partnership (SPP). What will be on the agenda? We can only guess at this point, because all of the meetings to review the progress of the Security and Prosperity Partnership (SPP) have taken place in secret so far.

- Rally in Vancouver - Monday Aug 20th, 5:30 PM, Vancouver Art Gallery (south side).
The SPP – which is being implemented without any public discussion or parliamentary debate – is about eliminating Canada’s ability to set its own independent regulatory standards, environmental protection measures, energy security, foreign, military, immigration and a frighteningly wide range of other policies.
- What is the SPP? Security and Prosperity for whom? A series of fact sheets at the national website.
- Read John Gordon’s letter to Stephen Harper regarding the SPP (pdf).
The summit brings together a US president whose policies are backed by hardly a quarter of his own people, a Mexican president whose election is highly disputed, and a Canadian Prime Minister heading a minority government. The decisions they make will have no legitimacy and will affect the food we eat, the air we breathe, and the human rights and civil liberties we enjoy.

Join us at 12 p.m. at McSpadden Park at 5th and Victoria Drive to begin the march down Commercial Drive to Grandview Park where there will be a great line-up of performers. The organizers of the Dyke March hope that people of all ages “will enjoy an afternoon of visibility, pride, music, community art and merry-making the day before the annual Pride Parade.”

1. Meeting
Called to order at 6:20pm. Sam briefly reviewed the agenda. There were introductions by all. Sam acknowledged that Carly Crawford, VAC secretary, was planning to attend, but because of the change in dates from July 10 to 17, Carly was not able to get the time off of work. Carly sends her regrets.
2. Speakers – Environment
Sam – read out parts of the PSAC Environment policy, mentioned the upcoming BC Regional Women’s Conference which has an environment theme.
Anne Marie – spoke on the 401 Burrard Green Team, made up of Environment Canada/Public Works/Management/Department of Fisheries and Oceans. Gave brief history of the environmental movement, currently more about climate change; previously more on land use and timber extraction. The environmental movement is very diverse, has worked with labour on and off over the years. The Labour Environment Alliance Society (LEAS) run by Mae Burrows was promoted . Now – people “get it” -environmental issues are not “special interest group” issues, rather must be of concern to all.
401 Burrard Building – in 2003 the residents of the building formed a “Green Team” which supports the Government Environment Policy. The Green Team is comprised up of 20 volunteers, and links in with a national GT network. Environmental “auditing” was powerful – audited paper and energy use with friendly reminders and kudos issued to individuals.
Organizing the team is like unionism, start one person at a time. The Team has commuter challenges – organize departments to tally up who used what to get to work, has lunch & learns - screened an “Inconvenient Truth”, holds waste reduction (compost awareness) workshops. Emphasizes need for behavioural change, don’t force individuals to change as there may be resistence.
Public Concerns: air quality and water 7 out 10 people, need to find ways to weave social messages around the work site, e.g. 401 Burrard has, bike racks, bike user support group, internal website is linked to great sites and has tips. 3. Public Services Are Cool! P.S.A.C.
- (a) as part of Defending Quality Public Services, Sam talked about summer leafletting, PSAC website and contest.
- (b) No to sale of public buildings – Jack shared that if sale goes through the building is no longer maintained by SNC; if not then PWGSC no longer has responsibility in auditing the building for safety and members’ safety is at stake.

- UEW 20729 – updating local worksite, getting JLP in workplace
- UPCE 20029 – desperate for people but company is unnecessarily letting people go; doing pre-bargaining via surveys
- UPCE 20101 – wants to do survey as well, gearing up for bargaining
- GSU 20008 – mentioned Duty To Accommodate – national ACCESS conference in September, National access audit from coast, is currently being done by 2009 – all crown buildings.
- AGR 20044 – tentative agreement, CFIA to get behind TB, ratification this month, sending out postcards for AGM, went to COPE Bbq, had local picnic, 60 people showed.
- CEUDA 20040 – had last summer meeting in June; memberships’ minds are on bargaining
- UVAE 20045 – wants to do a Component Anniversary thing this year; reminding all in general about the CUPE strike – 0%; issue is access to handydart, write to Translink (cc. Craig as he sits on advisory committee for PWD on Disability)
- UTE 20027 – bargaining, going to access, appreciated PSAC did support national day of action.

News: Feds receive bids for purchase of Sinclair Centre, other sites

Potential buyers have submitted bids on Vancouver’s historic Sinclair Centre and eight other federal buildings across Canada, though Minister of Public Works Michael Fortier says no decision has been made to sell.
Speculation is that properties together would be worth more than $1 billion, but government officials have not revealed what prices bidders are willing to pay.

Public Works and Government Services Canada did hire the real estate divisions of BMO Capital Markets and RBC Capital Markets to advise it on the potential sale and leaseback of 40 government-owned buildings, from which nine were singled out as good candidates.
And those advisers have put that list of nine properties, which includes the Sinclair Centre and the government office tower at 401 Burrard Street, out for offers and were actively marketing them between May 1 and June 12.
